<br />ATrACHMENT <br /> <br />Menorandum <br /> <br />To: Files <br /> <br />Subject: Response to Menorandum of May 22, 1986, fran the District Manager, <br />Bureau of Land Managem:nt, Montrose District, Montrose, Colorado <br /> <br />1. Carment: <br /> <br />We have reviewed the FA dated February, 1986. In general, the discussion of the <br />proposed action is insufficient to detennine if potential impacts to ELM and <br />Bureau of Reclamation (BCR) managed lands are acceptable. Of particular concern <br />are potential impacts to lands and water along a section of the Dolores River <br />recarmended to Congress for inclusion into the National Wild and Scenic Rivers <br />Act, potential offsite impacts to the Dolores River Canyon Wilderness Study Area <br />(WSA), potential impacts to Federal mineral estate, and the apparent need to <br />update the FA to consider threatened and endangered species. <br /> <br />Response: <br /> <br />Reclamation has informally coordinated with the U.S. Fish and Wildlife Service <br />on threatened and endangered species (See carment 44). Although reinitiation of <br />formal consultation may be needed in the future, no impacts to listed species is <br />anticipated as a result of this test. <br /> <br />2. Carment: <br /> <br />Drawings and more information, and subsequent analysis, should be included in <br />order to detennine degrees of impact to the above resources, as well as others. <br />Site-specific descriptions and impacts of construction and project operation on <br />Federally managed lands should be addressed for the pipeline, well field, <br />permanent and tE!llpOrary buildings, water supplies and sources, and the injection <br />well site and other developments in the riparian zones. There is potential for <br />a major runoff problem which could affect storage pits, road drainage, leach <br />fields, the pipeline, and the Dolores River. <br /> <br />Response <br /> <br />The purpose of the testing program would be to detennine the data requested. As <br />of naN, the description of the proposal in the environmental assessment <br />addresses most of these concerns. The environmental assessment covers impacts <br />associated with a conceptual design of the test facilities. Site specific <br />design of the facilities is not available for the docUllEnt because of the <br />research nature of the project. Placem:nt of generic drawings with the <br />environmental assessment would carplicate the final design at a later date. The <br />test and brine treatment facilities are not in the raparian zone. Reclamation <br />is unaware of any major runoff problem. HCMever, Reclamation policy requires an <br />erosion control plan fran all construction contractors. <br /> <br />Prior to construction, a separate environmental carmitment checklist will be <br />prepared to provide guidance to the contractor so that environmental impacts can <br /> <br />24 <br /> <br />{JO 66 <br />
