Reclamation has determined, and the Colorado State Historical Preservation <br />Officer concurs (letter of March 28, 1986) that there would be no effect on <br />cultural resources due to the construction and implementation of the test. <br /> <br />10. The injection well site would be located near the take-out point of most <br />river runners, According to the proposed construction schedule, however, drilling <br />operations would most likely occur during the off-season, thus minimizing the <br />effects on river running. After construction of the injection well, the test <br />facilities would be low in profile and situated away from the river, keeping <br />effects on scenery to a minimum. Some hiking, backpacking, and hunting occur <br />in the fall season when the river is low. These recreationists would experience <br />some reduction in the quality of their experience during construction and opera- <br />tion of the two-year test while passing through the immediate area. <br /> <br />The Bureau of Land Management (BLM) , with Reclamation funding from the Dolores <br />Project, is planning to construct recreation facilities for rafting near the <br />proposed test site. Some of this construction may take place during the proposed <br />test. This effect would be temporary and of minor intensity. <br />Therefore, the test project would be in compliance with the BLM Wilderness Study <br />Area Management Policy. If the test proves successful, a complete analysis <br />of impacts to the wilderness study area would be included in a supplement to <br />the final environmental impact statement (FEIS) on the project. <br /> <br />If the test is not successful, the injection well facilities would be dismantled <br />and the natural setting would be re-established as much as practicable. <br /> <br />If the test is successful, Reclamation would change from the preferred plan <br />described in the FEIS on the Paradox Valley Unit (FES 79-14) to the deep-well <br />injection alternative. At that time a supplement to the FEIS would be prepared <br />to evaluate the impacts of the deep-well injection alternative. <br /> <br />Reclamation transmitted the environmental assessment to approximately 50 entities <br />for review. Three Federal agencies, two State of Colorado agencies, one State <br />of California agency) and one individual commented; but no irresolvable issues <br />were raised on the proposal.
