<br />During the April survey no bald eagles were sighted. The area, however t is <br />primarily used during winter migration. Bald eagles use Paradox Valley and Dry <br />Creek Basin for stopover and feeding areas during the winter months. The eagles <br />feed primarily on carrion. Since feeding territories are large and the unit <br />area is not used for resting the unit activity should have little effect on the <br />eagles. <br /> <br />Reclamation conducted a survey of the area for pralne dogs in May 1986 and <br />did not locate any habitation sites in the areas to be disturbed. Thereforet no <br />impacts would occur to potential habitat of black-foot ferrets. <br /> <br />Reclamation and B[M conducted a field survey of the proposed test site in <br />September 1984, and no endangered cacti were found in the area to be disturbed. <br />During this survey, a candidate plant (the Paradox Valley lupine) was also <br />looked for and found not to be present. <br /> <br />The unit area that would be disturbed was also surveyed for the Great Basin <br />Silverspot Butterfly by Reclamation biologist. No butterflies or their <br />associated violet plant were recorded in areas where unit features would be <br />constructed. <br /> <br />Based on existing information and through consultation and coordination with <br />the Fish and Wildlife Service, the proposed test would not affect any of these <br />endangered or threa tened species. On carpletion of the test, however, when a <br />plan of operation and design of permanent facilities are carpleted, Reclamation <br />would initiate Section 7 consultation with the Service on changes made to the <br />original plan. <br /> <br />Flood Plains and Wetlands <br /> <br />No floodplain or wetland encroachment would result from the construction or <br />operation of the test or the collection system. Thereforet no action under <br />Executive Order 11988 (Floodplain Managerrent) or Executive Order 11990 <br />(Protection of Wetlands) is applicable. <br /> <br />Cultural Resources <br /> <br />In accordance with the requirerrents of several laws and executive <br />orders--the Antiquities Act of 1906, Historical Sites Act 1935, National <br />Preservation Act 1966, National Envirorunental Policy Act of 1969, Executive <br />Order 11593, Archeological and Historical Preservation Act of 1974 and the <br />Archeological Resources Protection Act of 1979-Reclamation contracted for a <br />Class III archeological survey of the unit area. According to this survey, two <br />sites would be recarmended for inclusion on the National Register of Historic <br />Places. The unit would not affect these two sites, since they are not located <br />in areas where construction activities would be occurring. The test would have <br />no effect on cultural resources. The Bureau has consulted with the Colorado <br />State Historic Preservation Offices who concur with this conclusion (see <br />attached letter). If, during construction, cultural resources were unearthed, <br />construction would be stopped until the finds were preserved or properly <br />docUlTEnted. <br /> <br />13 <br /> <br />00 <br /> <br />55 <br />
