<br />the Colorado ute pa.rer plant near Nucla. When the plant reconstruction process <br />is carq::>leted, the mine will resume operations. The rebuilt plant will employ <br />about 50 people, the mine about 20 people. Colorado Ute currently has 24 <br />employees assigned to the Nucla Plant. <br /> <br />No uranium mlDJ.ng activity occurred during 1985: however, uranium <br />exploration did occur in the form of prospecting and drill holes for assessment <br />work. In 1986, the Cotter Corporation will begin production in one mine, <br />employing about 8 people. A local mining official suggested that uranium mining <br />"might crank up" in 1987 with Urretco Corporation beginning scme mining activity. <br />As noted earlier, however, Uravan's uranium mill will not regain its previous <br />level of activity. <br /> <br />Elnployrrent.--Leading econanic sectors for Montrose County in 1980 were <br />services, trade, construction, and agriculture in that order. In 1970t the <br />order was the SaITE except that agriculture ranked third and mining fourth. <br /> <br />The inactivity in the mining industry has contributed to a significant <br />unemployrrent rate in Montrose County. Average unerrployrrent for 1984 was 11.4 <br />percent (District 10 Regional Planning commission) in Montrose County. In the <br />Paradox Valley area, the rate was estimated to be 19 percent. The unerrployment <br />rate recently dropped because a number of unemployed persons left the county in <br />search of work. <br /> <br />Housing.--Total available year-round housing units in the Nuda Division in <br />1980 were 1,541. Of these, 913 were owner-occupied and 422 renter-occupied. <br />The remainder, 206, were vacant and either for sale or for rent (1980 Census). <br />Housing availability in the unit area at the end of 1985 approximated the <br />following: trailer spaces (50) t empty mobile hcmes (10) t marginal housing <br />(10-15), standard housing (1-2). These categories were provided by a local <br />miners' association. <br /> <br />Colorado Ute's construction force will reach its peak in mid-1986 (about 160 <br />contract craftsmen) and start to reduce its size until the project is carq::>leted <br />by mid-1987. The test unit workforce would be in its peak hiring during the <br />time Colorado Ute's workforce is diminishing, so the available housing for both <br />workforces should be adequate. <br /> <br />Envirorurental consequences <br /> <br />The drilling and monitoring of the test well would create about 40 (8 in <br />1986, 20 in 1987, 6 in 1988, and 6 in 1989) person years of employment and would <br />generate $1,196,000 in salaries during the 4-year construction and monitoring <br />period. This total amounts to about a 4 percent increase in 1985 personal <br />inccme for Nuda and Na tur ita t the communities most likely to house incaning <br />workers, during the peak year of construction. Included in the total would be <br />17 goverrurent person years (4 in 1986, 9 in 1987, 2 in 1988, and 2 in 1989) and <br />23 construction or monitoring person years (4 in 1986, 11 in 1987, 4 in 1988, <br />and 4 in 1989). Approximately thirteen percent of the on-site jobs in 1986 and <br />1987 are expected to be filled by local people: none of the monitoring crew <br />would be local. Road building and pumping plant construction could be done by <br />local contractors, but it is unlikely the well drilling contractor would be <br /> <br />10 <br /> <br />00 52 <br />
