<br />Delivery tirre for the injection tubing is expected to be six months. In <br />January 1988, a workover rig would be roved in to set the injection tubing and <br />canplete the well by March 1988. By this tirre the power line , pipeline, roadt <br />pumping plant and treatment facilities would be canpleted. The injection well <br />would be connected to these facilities, and in May 1988 the 2-year injection <br />test would begin. <br /> <br />Mitigation Plan <br /> <br />Consideration for the integrity of the environment has been taken into <br />account for this plan for testing the injection well. The transmission line <br />would be a raptor-proof, single-pole design placed away fran the river to blend <br />in with the surrounding terrain. Environmental measures to protect water <br />quality, soils, and vegetation would be included in the construction <br />specifications and implenEnted during construction. Sare of these measures <br />would include spill prevention, erosion control, reshaping to contour and <br />reseeding. Areas disturbed during construction would be kept to a minlinum, and <br />all terrporarily disturbed areas would be regraded and revegetated. <br /> <br />Water Rights and Permits <br /> <br />Reclamation has a conditional water right of 0.26 cfs for each of the 19 <br />wells, totaling approximately 5 cfs, granted March 25, 1980, for salinity <br />testing and control. An application to make the water right absolute cannot be <br />filed until the unit is in operation and the salinity of the river is actually <br />reduced. On February 25, 1984, Reclamation filed an application for Changes of <br />Water Rights and Plan for Augmentation. On February 5, 1986, Reclamation <br />obtained approval fran the Water Court, for Colorado Water Division 4 and 7, for <br />a plan of augmentation and changes of water rights in case No. 4-4-83CW45 and <br />case No. 7-83CW14. <br /> <br />An application for a Class 5 permit for deep-well injection has been filed <br />with the Region VIII office of the EPA. No construction would begin until the <br />EPA grants approval. The permit was signed on June 13, 1986. <br /> <br />In addition, Reclamation will have to obtain a water right for a flow of 10 <br />gallons per minute of fresh water to fulfill project needs during the drilling <br />of the injection well and the 2-year test. <br /> <br />Mineral Rights <br /> <br />Reclamation has a solicitor's option dated March 22, 1979 stating that the <br />brine being pumped by the Paradox Valley Unit is not a mineral. One mineral <br />right holder has contacted Reclamation and voiced a concern over the loss of <br />salt brine to be rerroved fran the ground water and injected into a deep well. <br />Reclamation has arrived at an agreellEnt with this holder, stating that upon <br />request Reclamation would provide hlin a source of brine at the collector well <br />field, provide that, he would not allow any salt or brine to enter the river or <br />ground water system.
