I r I I I I I I ~ I I I I I I I '1 I I STORAGE DF.('R):T~ CWCB owns two storage decrees in Bear Creek Lake that are the senior storage rights below the Ward Ditch near Morrison on Bear Creek. In Case No. W-232-73 and W.232-n, the CWCB was granted a storage right for 2,000 acre-feet with an 8/29/1970 appropriation date. This right is conditional and diligence was applied for in 84WI68 and 88CW95. This storage right is called the Morrison Exchange Reservoir. In Case No. 79CW306. the CWCB was granted an absolute decree for 1,989 acre-feet with a 10/01/1970 appropriation date for piscatorial uses. Additional uses under this decree are conditional and diligence was applied for in 84CWI15 and 88CW94. This storage right is called the Bear Creek Lake right and is used to maintain the permanent pool in the Reservoir. Certain stipulations were made with the City of Lakewood, the Cenual Colorado Water Conservancy District and others in the "Stipulation and Consent to Decrees" in the change Case No. 84CW167, and in diligence Case Nos. 84CW1l5, 84CW167, 84CWI68, 88CW94 and 88CW95 regarding the use of the water and obligations by the CWCB. One of the stipulated conditions is that the storage decrees be used first to replace evaporation losses in Bear Creek Reservoir and for maintaining the permanent pool level Secondly, up to 250 acre-feet may also be used to irrigate areas within the existing park boundary. Any remaining ponion of the storage right may be used to replace evaporative losses from the Cherry Creek Reservoir. A copy of the pertinent decrees can be found in Appendix A THE BEAR CREEK WATER RIGHTS MODEL The Bear Creek Water Rights Model was developed by McLaughlin Water Engineers, Ltd. in 1985 to allow the Town of Morrison to respond to various water supply and water rights proposals from developers. The Model covers all of the water rights in Upper Bear Creek through priority No. 19 from April 1 through Octbber 31 for the 1950-1957 periods. All input data and the generated output data appear on a daily basis. Some water right transfers have OCCUITed since 1985, which may require modifications to the Model The most important underlying assumptions made for the model are listed below: 1. The historical nows at the U.s.G.5 gage at Morrison, adjusted as follows, are available for downstream users: a. All water rights transferred upstream of the Morrison Gage result in an instantaneous depletion of 40 percent of the amount transferred when in priority. -- 3
