Gentlemen:

This letter describes analytical procedures used to estimate
storable inflows and releases by the Genesee Water and
Sanitation District (Geneseel for the Bear Creek Lake Operation
Study. The procedures are consistent with the June 30, 1989
memorandum from E.I. Jencsok to the study participants regarding
criteria and assumptions for the study. The study period is
based on water supply and water demand conditions as existed
from 1949 through 1957. These years represent drought, high
runoff, and conditions prior to significant urban development,

WATER RIGHTS PROPOSED FOR STORAGE IN BEAR LAKE RESERVOIR

The study assumes that Genesee will use its Pioneer-Union Ditch
Priority Nos. 11 and 15 for storage in Bear Creek Lake when
those rights are not needed to meet the direct flow demand of
the Genesee system. Genesee may store water available under
other water rights, including decreed conditional water storage
rights with an October 2, 1971. appropriation date. Genesee
would obtain court approval of Bear Creek Lake as an alternate
place of storage for those rights. In that event, Genesee would
also use its more senior Pioneer-Union water rights to provide
water for storage in Bear Creek Lake when the junior water
storage rights may be out-of-priority. It was not n~cessary for
the purpose of this study to analyze in detail the yield of
rights other than the Pioneer-Union rights.
