The purpose of the SEIS was to assess the cumulative e.ffects <br /> <br /> <br />of the DWB's future water development proposals and alternatives to <br /> <br /> <br />those proposals. In January 1984, as a result of public comment and <br /> <br />its own mid-course evaluation, the COE, with the concurrence of SEIS <br /> <br />1 <br />
