The safe yield provided by <br />the enlargement following construction of a 400,000 acre-foot East <br />Slope reservoir would be about 6,000 acre-feet per year. <br /> <br />Cost of Project <br /> <br />The capital construction cost of the project, including interest <br /> <br />during construction, is estimated to be $128 million. The capital cost <br /> <br />per acre-foot of safe yield for Gross Reservoir enlargement alone would <br /> <br />be $6,.100. The annualized capital cost (using 50 years at 8 percent <br /> <br /> <br />interest) would be $10 million. Including $30,000 for annual operation <br /> <br />and maintenance costa, the annualized cost per acre-foot of safe yield <br /> <br />for Gross Reservoir enlargement alone would be $490. Mitigation would <br /> <br />add approximately $46,500 to $240,000 to the total project cost. <br /> <br />Significant Impacts <br /> <br />Potentially significant impacts resulting from the enlargement of <br /> <br />Gross Reservoir would involve wildlife and visual resources. <br /> <br />Wildlife.. Impacts to wildlife would result from the inundation <br /> <br /> <br />and permanent loss of about 150 acres of critical elk winter range. <br /> <br /> <br />This impact could be mitigated by either purchasing and improving <br /> <br /> <br />existing winter range outside the study area or by improving and/or <br /> <br />converting existing plant communities within the study area. Mitiga- <br /> <br />tion costs could range from $300 to $1,500 per acre. <br /> <br />Visual Resources. An intermittent impact to visual resources <br /> <br />would be related to the large reservoir fluctuation that would expose a <br /> <br />large ring of bare ground during the colder periods of the year.
