<br />'L. <br /> <br />Wildlife. Significant adverse effects to wildlife resulting from <br />construction and operation of Wolford Mountain Reservoir would include <br />degradation and elimination of critical elk and mule deer winter range <br />and partial blockage of mule deer migration routes. Mitigation mes- <br />sures could include modification of project design, enhancement of <br />habitat quality, schedule modification, and habitat management, among <br />others. Costs, ranging from $500 to $5,000 per acre, would vary <br />depending on techniques employed. <br /> <br />Threatened and Endangered Speciea. Construction of Wolford <br />Mountain Reservoir would eliminate portions of three known Osterhout <br />milkvetch populations, a species under consideration for Federal <br />listing as threatened. This would be considered a significant impact <br />because there are only 10 known populations of this plant species. <br />Appropriate conservation actions would be decided following preparstion <br />of a biological assessment, as required under the Endangered Species <br />Act. Conservation could involve formal protection of the remaining <br />populations. <br /> <br />Socioeconomics and Land Use. Wolford Mountain Reservoir ~ould <br />significantly affect local grazing and forage production and force <br />relocation of three ranches in the inundation area. Costs to mitigate <br />loss to landowners could be determined by projecting future losses of <br />hay and livestock production and providing monetary compensation for <br />purchase of comparable property in another area. <br /> <br />Institutional Issuea <br />Institutional issues which may be involved in implementing the <br />Blue River exchange could range from obtaining the spproval of the <br />Secretary of the Interior for the use of existing storage facilities <br />for a source of supply for phase I to the potentially complex process <br />of securing a modification of the Blue River stipulation, Senate <br /> <br />33 <br />
