.

could not be mitigated and would likely require a Presidential exemp-

tion for encroachment to occur. Although there would be limited costs

for this effort, considerable time could be expended in obtaining the

exemption.

Cultural Resources. Construction of the Eagle-Colorado Reservoir

would affect four cultursl resource sites which are considered poten-

tially eligible for listing on the National Register of Historic

Places. Adverse effects to these sites would be considered signifi-

cant. Similarly, any adverse effects on any of the 10 cultursl sites

known to exist, but which have not been evaluated for listing eligi-

bility, would be considered a aignificant impact if the sites were

later determined to be eligible for listing. Mitigation costs could

range from $1,500 to $60,000 per site depending on the complexity of

excavation or documentation of site.

Institutional Issues

A special exemption from the President of the United States would

be required to allow encroachment into the Eagles Nest Wilderness.

Other issues would include land use requirements of Eagle County and/or

Summit County, mitigation, final resolution of water rights for Eagle-

Piney and Eagle-Colorado, and other Federal permitting requirements.

BLUE RIVER EXCHANGE/JOINT USE RESERVOIR

The Blue River exchange/joint use reservoir project involves the

use of water from sources other than the Blue River for delivery in

fulfillment of the purposes of Green Mountain Reservoir so that an

equivalent amount of Blue River water may retained by Denver at Dillon

Reservoir for delivery through the Roberts Tunnel for use in the Denver

metropolitan area.

28
