Although there would be limited costs <br /> <br />for this effort, considerable time could be expended in obtaining the <br /> <br /> <br />exemption. <br /> <br />Cultural Resources. Construction of the Eagle-Colorado Reservoir <br /> <br /> <br />would affect four cultursl resource sites which are considered poten- <br /> <br />tially eligible for listing on the National Register of Historic <br /> <br /> <br />Places. Adverse effects to these sites would be considered signifi- <br /> <br /> <br />cant. Similarly, any adverse effects on any of the 10 cultursl sites <br /> <br />known to exist, but which have not been evaluated for listing eligi- <br /> <br />bility, would be considered a aignificant impact if the sites were <br /> <br />later determined to be eligible for listing. Mitigation costs could <br /> <br />range from $1,500 to $60,000 per site depending on the complexity of <br /> <br />excavation or documentation of site. <br /> <br />Institutional Issues <br /> <br />A special exemption from the President of the United States would <br /> <br /> <br />be required to allow encroachment into the Eagles Nest Wilderness. <br /> <br />Other issues would include land use requirements of Eagle County and/or <br /> <br /> <br />Summit County, mitigation, final resolution of water rights for Eagle- <br /> <br />Piney and Eagle-Colorado, and other Federal permitting requirements. <br /> <br />BLUE RIVER EXCHANGE/JOINT USE RESERVOIR <br /> <br /> <br />The Blue River exchange/joint use reservoir project involves the <br /> <br />use of water from sources other than the Blue River for delivery in <br /> <br /> <br />fulfillment of the purposes of Green Mountain Reservoir so that an <br /> <br />equivalent amount of Blue River water may retained by Denver at Dillon <br /> <br /> <br />Reservoir for delivery through the Roberts Tunnel for use in the Denver <br /> <br />metropolitan area. <br /> <br />28 <br />
