Project encroachment on the <br />visual quality of the Gore Range and the Eagles Nest Wilderness would <br />be a significant public concern issue and constraint on project <br />development. Mitigation options could include modifying project design <br />to minimize surface disturbances, screening disturbed areas with <br />vegetation and physical barriers, and rerouting pipelines and roads to <br />avoid wilderness conflicts. <br /> <br />Recreation. Significant short-term effects on recreation would <br /> <br /> <br />include disruption and degradation of hiking, fishing, and camping <br /> <br />experiences. In some cases, substantial trail segments could be lost <br /> <br /> <br />because of roads. Project encroachment into the Eagles Nest Wilderness <br /> <br />would significantly alter the character and purpose of the recreational <br /> <br />experiences within the wilderness. Intrusion of project features into <br /> <br />the Eagles Nest Wilderness would be a significant long-term impact. <br /> <br />Project encr:oachment on the wilderness would be a significsnt public <br /> <br />concern issue and would constitute a substantial constraint on project <br /> <br />development. Mitigation options could include modifying project design <br /> <br /> <br />to minimize wilderness area conflicts. Rerouting trails and relocating <br /> <br /> <br />other recreational facilities away from construction activities would <br /> <br />be options available to reduce adverse impacts. Where facilIty reloca- <br /> <br /> <br />tion would be impractical, project feature redesign would be desirable. <br /> <br />Total mitigstion costs would range from $50,000 to $200,000. <br />Development of new hiking trails to replace those which were closed <br />would cost approximately $3 a linear foot. Approximately 17,000 feet <br />of trail would be affected, amounting to $51,000. The cost for tree <br />planting in former constr,!ction and staging areas and for screening <br />purposes near trails that cannot be rerouted would range from $5,000 to <br />$132,000. <br /> <br />18 <br />
