<br />After careful consideration the report was approved by the
<br />Colorado Water Conservation Board. The approving action of the Board is
<br />evidenced by a motion which was duly made and adopted, which motion reads
<br />as follovrs:

<br />"JUI:GE HUGHES: I want to [.lake a motion, if I
<br />may, that the report of the Policy and Review Committee
<br />as contained in the Appendix A, being a letter signed by
<br />the director of this Board, vmo, it is my understanding,
<br />acted as chairman of the Policy and Revie~,Committee,
<br />Clifford H. Stone; and the Appendix B, being a text of
<br />proposed principles of operation for the proposed First
<br />Phase of the Gunnison-;.rkansas Project, be approved and
<br />adopted by this Board with the understanding that we are
<br />not finally approving the project as to feasibility and
<br />a finance standpoint."

<br />This letter and the submission of the report of the Policy and
<br />Review Committee, together with the action of the Colorado \iater Conserva-
