<br />Also I-:r. Thomas ;:. Younge, a Grand Junction attorney, criticized Faragraph 9 of
<br />the Operating irinciples.

<br />The various objections were considered at meetines attended by repre-
<br />sentatives of the Bureau of Reclamation, the Colorado ,~ter Conservation Board,
<br />the Colorado Game and Fish Department, the ^rkansas Valley interests, and the
<br />','!estern Slope interests. To satisfy the Bureau of Reclamation and J.:r. Younge,
<br />certain changes were informally agreed to by those in attendance at the meetings.
<br />In addition it was agreed that a letter vlritten by I,jr. Avery Batson, Director,
<br />,~'"gion 7, Bureau of Reclamation, to j"r. Cleland j" Feast, Director, Colorado
<br />L)'lme and Fish Derartrnent, and concerning faragraph 11 of the Operating Principles
<br />" :3hould be made a part of the official record of the Colorado jater Conservation
<br />Board regarding the Operating frinciples.

<br />The Operating lrinciples as modified have been approved by the Acting
<br />Commissioner of Reclamation in his letter of January> 23, 1951, to you as Director
<br />of the Colorado ;:rater Conservation Board.
