<br />. <br /> <br />. <br /> <br />Biological Diversity requested the Court to order the drawdown of Lake Mead to elevation 1178 to <br />protect the southwestern wilIow flycatcher habitat in the Lake Mead delta and remand the Biological <br />Opinion due to inadequacies, The Court denied both requests. Copies of the order have been provided <br />to all the Agency Managers and their respective legal counsels, I have included in the Board folder a <br />copy of a letter from Michael Pearce, counsel for the state of Arizona, encouraging Judge Carroll to <br />publish the order, <br /> <br />Included in the Board folder is the latest status report issued by Reclamation concerning the <br />nesting of the southwestern willow flycatcher. It shows that all the sites surveyed produced birds with <br />the best results occurring at Topock Marsh, <br /> <br />Also included in the Board folder is a copy of a memorandwn from Mr. Robert Johnson; <br />Regional Director, Lower Colorado Region of the Bureau of Reclamation, to the Regional Director of <br />the U. S, Fish and Wildlife Service transmitting Reclamation's comments on section l3(a) Reasonable <br />and Prudent Alternative (RPA) of the Biological Opinion, Section l3(a) concerned Reclamation's <br />discretionary authority regarding operation of the Lower Colorado River and required Reclamation to <br />respond to the V,S, Fish and Wildlife Service within 120 days, The Board staff is reviewing <br />Reclamation's response and wiII be working with the California parties to provide our response to <br />Reclamation, <br /> <br />The second half of the Lower Colorado River tour is scheduled for October 27-30, 1997, The <br />final itinerary has not been completed but the plans are to inspect the Palo Verde valley, travel by boat <br />through the Imperial Division of the river, and travel to Mexico to view the Colorado River Delta and <br />the Santa Clara Slough, Costs are expected to be in the order of $300 per person, I would like a <br />preliminary indication of how many Board members or agency representatives plan on attending, <br /> <br />WESTERN WATER PLANNING <br /> <br />Glen Canyon Environmental Studies <br /> <br />Mr. Worthley will be representing the Board on my behalf at the first meeting of the Glen <br />Canyon Adaptive Management Federal Advisory Committee on September IO-Ilth, 1997, He will <br />report on his activities at the next Board meeting, Included in the Board folder is a copy of the agenda <br />for the two-day meeting, <br /> <br />,/ d'V.? -, ~ <br />~~__.J~;J.-~.1Il <br />c- Gerald R, Zimmerman <br />Executive Director <br /> <br />4 <br />
