<br />8. WATER SUPPLY. RESERVOIR OPERATION. and HYDROLOGIC DATA <br /> <br />Reservoir operations at John Martin follow the operating plan adopted <br />by the Compact Administration on April 24. 1980. This operating plan <br />was revised on May 10, 1984, and December 11. 1984, but has not <br />been revised since that time. Accordingly, a system of water storage <br />accounts exists at JMR into which reservoir inflows are distributed for <br />release at a later date. While these accounts have often been referred <br />to as "Article II" and "Article III" accounts, the correct designation <br />based On the organization of the operating plan resolution is "Section <br />II" and "Section III" accounts. This report uses the term "Section" <br />whenever referring to the accounts established pursuant to the <br />operating plan. <br /> <br />General reservoir operations throughout Compact Year 1989 are <br />described in Table 1, below. <br /> <br />The 1989 Arkansas River Compact Year and the winter season for JMR <br />began at 0001 hour November 1. 1988 with 78,983.57 acre-feet in <br />the reservoir distributed as shown in Table 2, below. Winter storage <br />officially ended at 2400 hours on March 31, 1989 with a total inflow <br />to the reservoir of 53.504.93 acre-feet. Inflow was distributed to the <br />agreement accounts pursuant to the operating plan as shown in Table <br />3, below. <br /> <br />Releases of 3,950.50 acre-feet of agreement account water to various <br />Colorado District 67 ditches occurred during the period March 15-31 . <br />Other than during this period, no water was physically released from <br />the reservoir during the winter season. Following the transfer of other <br />winter water stored at John Martin Reservoir into the appropriate <br />agreement accounts the allocation of the reservoir contents on March <br />31,1989 was as shown in Table 4, below. Total contents according <br />to the Corps of Engineers was 124,289 acre-feet which agrees closely <br />with the 124,290 acre-feet reported by the Operations Secretary for <br />this date. <br /> <br />With moderate runoff there was no need for flood control operations <br />during Compact Year 1989, as reflected in Table 5, below. <br /> <br />11 <br /> <br />~~C~ "" <br />
