Habitat may be created dowilstream if lJater releases from the reservoir
create open water habitat for waterfowl and increase fis~ populations.
Furthermore, maintaining cottonwood trees below the dam would provide
perch sites for eagles. It is essential to save as many cottonwoods as
possible, especially in the area immediately above the reservoir.

Black-footed Ferret

Based on the best available information, the black-footed ferret has
never been reported in the project area. However, surveys have disclosed
that suitable habitat for the ferret exists at prairie dog towns scattered
throughout the project area. Recognizing the historical dependence of
. ferrets on prairie dogs, and the secretive nature of ferrets, WPRS, in
an attempt to promote the conservation of this species, should conduct
surveyS. of all existing prairie dog towns prior to impoundment. If the
surveys indicate presence of ferrets, further efforts to impound the
area.should cease and consultation with the FWS should be reinitiated.

Hedgehog Cactus

Suitable habitat for the cactus is known to exist in the Dallas Creek
Project area. The four known populations of the cactus are all within
200 miles of the project area. On November 6, 1979, WPM conducted a
field survey for the plant and found none in the project area. 00 the
basis of this survey, we concur with the WPRS' s conclusion that the
project would not affect the hedgehog cactus.

liarvin P..
