History and Organization of Federal Water Related Environmental Action
Programs

o

(1) Federal Water Pollution Control Act of 1948

This Act was the beginning of a major Federal role in water

pollution control. While the 1948 Act was temporary, it was made

permanent by the Act of 1956, which provided for Federal participation

in a wide variety of activities related to control of water pollution.

These included Federal-State cooperation in developing comprehensive

programs, increased technical assistance, intensified and broadened

research, provided grants for the support of State programs and for

construction of waste treatment works and modified and simplified

.

enforcement measures for controlling pollution of interstate waters.

Subsequent amendments have strengthened and extended the previous law,

especially in the areas of enforcements, grants and research.

This Act provides for Federal cooperation with States and their

~
~

(2) Watershed Protection and Flood Prevention Act of 1954

political subdivisions, soil,or water conservation districts, flood

..-

prevention or control districts, and other local public agencies for

the purpose of preventing such damages and of furthering the conserva-

tion, development, utilization, and disposal of water and thereby of

preserving and protecting the Nation's land and water resources.

Subsequent amendments provided for the inclusion of fish and

wildlife measures in small watershed projects and authorized cost-

sharing of fish and wildlife developments.

.

(3) Wilderness Act of 1964

This Act provides for the establishment of National Wilderness

Preservation System by Congress composed of federally owned areas

-_-1\.
