<br />003331. <br /> <br />THE MISSOURI BASIN STATES ASSOCIATION <br />BACKGROUND/ORGANIZATION <br /> <br />On September 3D. 1981, the Missouri River Basin <br />Commission was terminated by PresIdential <br />Executive Order. The Commission had been the <br />principal agency for coordinating water <br />management activities in the Missouri River basin <br />since its creation in 1972. The Commission was <br />formed at the request of the governors of the ten <br />Missouri River basin states under the provisions of <br />the Water Resources Planning Act of 1965 (P.L. <br />89-8.0), and included both state and federal mem- <br />bers. <br /> <br />Prior to the Commission's demise, the then gover- <br />nors of the ten Missouri River basin states <br />agreed to continue regional cooperation in water <br />resource management activities and to complete <br />two unfinished Commission studies, The Missouri <br />Basin States Association, a nonprofit organization, <br />was therefore created to pursue four major <br />objectives: (1) completion of the Missouri River <br />Basin Hydrology Study begun by the Commission; <br />(2) completion of the Middle and Lower Missouri <br /> <br />River Flood Plain Management Study begun by <br />the Commission; (3) continuation of coordination <br />and information exchange between public and pri- <br />vate water management interests in the basin; <br />and (4) development and implementation of proc- <br />esses for identifying, analyzing, and making <br />recommendations on interstate water resources <br />problems and issues in the basin. <br /> <br />The MBSA is governed by a 2.o-member Board of <br />Directors - two from each basin state. The <br />Board of Directors elects officers, creates standing <br />and special committees, develops Association <br />work programs and budgets, and hires staff. Initial <br />financial support for the Association carne from <br />state and federal funds remaining after termination <br />of the Commission. Future financial support will <br />come almost entirely from the Missouri River basin <br />states.
