Colorado, Wyoming, and Utah,
the Service, Reclamation, the
Western Area Power Administra-
tion, and representatives of the

water development interests and
conservation groups.

In FY 88, Congress appropri-
ated $1 million for acquiring water
rights to protect the instream flow
needs of the endangered fishes.

The State of Colorado is actively
pursuing the purchase of some
major water rights on the Yampa
River. A $2.3 million work plan
for FY 89 was approved by the
Implementation Committee in
August 1988.
