'I
BUREAU OF RECLAMATION ~,~lr: " Peterson - Interior 4662

For Release to AM's, APRIL 4, 1962

FILUNG CRITERIA FOR LAKE POWELL (GLEN CANYON RESERVOIR) ANNOUNCED

Principles and criteria governing operation of the Colorado River during the

filling of Lake Powell, the new reservoir which will be created by construction of

Glen Canyon Dam in northern Arizona, were announced today by Secretary of the

Interior Stewart L. Udall.

The Glen Canyon Dam, a key structure of the Colorado River Storage Project, is

now under construction and storage of water is expected to start next year. Lake
';-~j

,-,,0'::'>5,

Powell will have a capacity of 28,040,000 acre-feet, only about a million acre-

feet less than Lake Mead, the reservoir created by construction of Hoover Dam

downstream on the Colorado from Glen Canyon Dam. Lake Mead is the largest

artificial lake in the Western Hemisphere.

Secretary Udall said the major departure from the original filling criteria
proposal submitted to Basin States for comment in February 1960, is an expansion
of Principle 5, which provides for fU1ure reimbursement to the Upper Colorado River
Basin Fund of any dollars actually expended from the fund to make an allowance for
reduction in firm power at Hoover caused by filling of Upper Basin reservoirs.

The filling criteria are the third in a series of policy determinations by
Secretary Udall in anticipation of meeting the rperationsl needs of the Colorado
River Storage Project. On February 20, he announced the results of negotiations
with the private utilities on transmission and interconnection proposals. On
March 9, the marketing criteria for CRSP power were announced.

The effect of these three decisions is to eXpedite and enhance comprehensive
water-resource development in the Upper Colorado River Basin, Secretary Udall said.

Under the power transmission and msrketing programs, the preference
customers are fully protected while the Basin Fund from which the participating
water use projects are financed is benefited to the extent of $77,000,000 as
