Operation of Glen Canyon after reaching this point would be <br />coordinated with Hoover Dam operations to produce the greatest <br />amount of power and energy from these two hydro giants consistent <br />, with filling the reservoirs. <br /> <br />E. The filling criteria would apply until Glen Canyon is full, or <br />1987, whichever occurs first. <br /> <br />Commissioner Dominy explained that 198'1 is the date when the present Hoover <br />power contracts expire. <br /> <br />The filling criteria also provide that in administration of Lake Mead for <br />flood control purposes, recognition shall be given to available capacity in <br />upstream reservoirs. It is anticipated that when the Upper Basin Storage system <br />is in operation, flood control responsibilities may be divided between Hoover and <br />Glen Canyon dams. This would reduce the water releases at the reservoirs, <br />increase the efficiency of power operations by maintainir~ a higher water level, <br />and reduce flood control space which is now necessary in Lake Mead. <br /> <br />The Colorado River Storage Project was authorized by the Congress in 1956 to <br />permit the Upper Basin States to utilize their share of Colorado River water and, <br />at the same time, insure the fulfillment of downstream commitments. <br /> <br />Glen Canyon Dam forms the last control point for delivery of water from <br />the Upper to Lower Basin. Other storage units under way are the Navajo on the <br />San Juan River in New Mexico, Flaming Gorge on the Green River in utah and <br />wyoming, and Curecanti on the Gunnison River in Colorado. While the total storage <br />at these other reservoirs is relatively small compared to Lake Powell, the filling <br />criteria relate to the total project storage system. <br /> <br />The present runoff prospects of the Colorado River for 1962 indicate that <br />the storage in Lake Mead will be around 23 million acre-feet by the end of this <br />calendar year. If present runoff prospects for the Colorado River materialize in <br />1962, the year-end situation at Lake Mead would be ideal in placing the filling <br />criteria for Lake Powell into effect as soon as the progress of construction at <br />Glen Canyon Dam makes such action advisable. <br /> <br />The general principles and operating criteria for the filling period at <br />Lake Powell are attached. <br /> <br />x x x <br /> <br />n ~~ r ....,..,r, 1''"'0 <br /> <br />'} <br />
