~

w
l\)
C)
f'......

1975 to $34 an acre-foot in 2015. The study was supported by a 6-week
ion exchange pilot plant on the Colorado River below Davis Dam. The
5,QOO-gpd plant successfully reduced 750-ppm water to 500-ppm product
water. Because of other foreseeable problems of very large scale ion
exchange plants, future studies will concentrate on smaller installations
having volumes similar to the present maJor diversions.

No study of other processes is programmed this year, however. these
studies are scheduled to resume in FY 1975.

Economic Evaluation of Water Quality

A study is under way to quantify the impact of increased salinity on the
multiple river uses. A report is being prepared which will show the
preliminary findings of the study group as to the negative dollar impact
for each unit increase in dissolved solids concentration in the river.
These results will be essential in evaluating other features of the
CRWQI P .

Institutional and Leqal Review

An institutional and legal review of Federal law, state laws, power and
water contracts. an international treaty, and a U.S. Supreme Court
decree has been completed and a report of the findings is being prepared.
This analysis will identify the constraints on the program and establish
a legal framework from which the salinity control measures can be pur-
sued.

Systems Operations Studies

Investigations will be initiated this year to determine if existing
systems operations could be altered to improve the overall quality con-
ditions of the river. The mathematical simulation model will be a most
important tool in these studies. The study is scheduled through FY 1975.

Research

Research has been conducted in irrigation efficiencies, desalting by
natural freezing, and modeling for predicting salt and nutrient loading.
A cooperative program with the Agricultural Research Service is under
way in the Grand Valley to determine the optimal irrigation application
rates to maintain crop yields while reducing salt laden return flows.

Considerable other salinity research has been stimulated by the Cro~QIP.
This research is providing inputs to the program but it is being funded
through other sources. The Nestern Directors of the Agricultural
Experiment Stations have established a regional research project entitled

-12-
