The Tri-County Water <br />Conservancy District was formed in <br />September 1957 10 sponsor and administer <br />the prOJect. After a number of reservoir sites <br />were investigated, a feasibility study was <br />completed in 1966_ Congress authorized <br />advance planning on the project in 1968, and <br />in November 1976. the Definite Plan Report <br />and Final Environmental Impact Statement <br />were completed_ On December 21,1976. <br />voters in Ouray, Montrose, and Delta <br />Counties approved the repayment contract <br />between the United States and the <br />Tri-County Water Conservancy District. <br /> <br />Construction <br /> <br />The ground.breaklng ceremony for Ridgway <br />Dam was held on May 13.1978, The final <br />load of earth was put in place July 23, 1986. <br />Final work on the oullet structures made the <br />dam complete in the summer of 1987. As <br />part of the project, fencing was erected along <br />bofh sides of U.S. Highway 550 to protect <br />wildlife. Construction of facilities for the Dutch <br />Charlie Recreation Area will extend through <br />September 1989 when the Colorado Division <br />of ParkS and Outdoor Recreation will open <br />the area for publiC use.
