/

'-
.,,. ".

.

.

10. Water became the attraction. A good clean supply was and is
a necessity. Many cities did acquire good surface supplies.

II. Many cities decided to use g~ound wate~ supplies available.

12. Seems to me fo~ a good numbe~ (1950-1966) of yea~s eve~ybody
done as they damn well pleased. Many later than that.

13. Lawye~s, court and the legislatu~e took the easy way out and
c~eated the system.

14. The theme was to use all the wate~ available
t~ansmountain diversions to maximum.

plus

15. Now I submit the land holde~, the farme~, put in pumps to get
an added supply of water to add to the ~iver dec~ees which the
canal companies held for its stockholde~s.

16. Eve~yone that could get a well he~e in the valley did exactly
that.

17. The passage of 1066 in 1966 by the legislatu~e was an attempt
to bring the use of g~ound water unde~ cont~ol.

18. The courts and the legislature seem bent on maximum use of the
great economic values of wate~.

19. The idea of the State of Colorado being involved in compact
with othe~ states has always lurked in the backg~ound.

20.

Colorado
Colorado
states.

has had
to meet

to cu~tai I t he use
the obligations of

of Colorado water in
Compacts with othe~

21. In order to get equity he~e in Colorado in the Kansas suit,
the use of wells fo~ water supplies has to be the wells of the
Arkansas Basin not just the irrigation pumps f~om Pueblo to
the state line.

22. Colorado cannot abandon the Prio~ity System.

23. Under the Priority System wate~ can have a change of use if it
does not injure senio~ wate~ ~ights.

24. Now I know the use of water seems to get more complicated each
day. The~e a~e demands f~om all interests fo~ each one's
desires.

25. Seems as the do gooders have stopped wo~thwhile sto~ages of
wate~. Storage does c~eate p~oblems, yes, but p~obably not as
much as no sto~age and a strained water supply.

2
