In most cases these rights are in headwaters areas and have relatively junior priorities. <br />While the effect of administration of such rights will usually be small or negligible, it is of <br />some interest to potential users of the model to be able to assess the degree to which such <br />rights are satisfied. Furthermore, the effect of these rights may be significant in user-defined <br />scenarios which investigate the yields and impacts of hypothetical diversions in headwaters <br />areas under junior water rights. Instream rights will not be aggregated in the model. <br /> <br />In the Gunnison River basin there are two places where existing or potential instream <br />flow rights of sufficient size and seniority to affect basin water administration are located. One <br />of these is in the Black Canyon National Monument and the other is below Taylor Park <br />Reservoir. <br /> <br />7 <br /> <br />
