In the Baseline these model <br />parameters will reflect existing conditions. <br /> <br />As discussed earlier with reference to Figure la, direct flow water rights will be <br />represented as network arcs whose monthly volumetric capacities are derived from the decreed <br />rates of diversion for those rights. The ranks on these direct flow arcs will map the relative <br />priorities of water rights as determined from the Administration Numbers (sometimes called <br />"Holt numbers") assigned by the Division of Water Resources. Physical diversion capacities <br />will be represented by the volumetric capacities of arcs representing the total diversion (both <br />direct flow and storage). Physical demands at diversion points will be determined from actual <br />irrigated acreage and crop consumptive use data, <br /> <br />As discussed earlier with reference to Figure I b, storage rights will be represented as <br />network arcs whose annual capacities correspond to total storage decree amounts (limited by <br />total physical reservoir capacity) less carryover storage remaining on the annual "start-fill date" <br />for the right, The start-fill date for a storage right may be defined by a model user to occur on <br />the first day of any month of the year, The calculation of carryover storage on the start-fill <br />date will reflect accounting of storage releases during the preceding year and will be reservoir- <br />specific, Ranks on storage arcs will map the relative priorities of water rights as determined <br />from their Administration Numbers. Bypasses of storable inflow will be debited to fill limits <br />as if the water were placed in storage. <br /> <br />Storage Water Accounting Approach <br /> <br />The use of stored water from modeled reservoirs will be subject to accounting <br />procedures consistent with the assumptions of the Accounting Spreadsheet, Water diverted <br />into storage will generally not be segregated into accounts at the time of storage except when a <br />reservoir has multiple storage decrees owned by different entities, as in the case of Taylor <br />Park, or when existing exchanges result in a reservoir containing water that belongs to another <br />entity, as in the case of Uncompahgre water stored in Blue Mesa, It has been requested that <br />the model accommodate alternative filling protocols (other than in order of priority) in cases <br />where reservoirs have multiple accounts (e.g., accounts filled in an arbitrary order, accounts <br />filled pro-rata); it remains to be determined whether project resources will be sufficient to <br />support this. <br /> <br />Although not all reservoirs are currently configured or decreed to support all types of <br />releases, the general types of releases made from reservoirs will include: 1) deliveries to <br />authorized project beneficiaries, 2) deliveries made under water service or instream flow <br />support contracts, 3) operational releases for power generation or to create flood control space, <br />and 4) releases for augmentation or replacement to allow junior rights to divert out-of-priority, <br />Model users will be able to set monthly and annual limits on the amounts of water released for <br />various purposes (including a limitation of zero to prevent certain types of releases altogether), <br />Storage releases will be "colored" to protect them to their designated delivery points and to <br />permit tabulation of total releases made for various purposes. Deliveries from modeled storage <br />accounts will not be permitted when those accounts are empty. <br /> <br />Certain storage releases will be made to satisfy non-consumptive uses within the basin, <br />e.g. to generate power. After satisfying the intended use, water so released will become "free <br />water" available for diversion by other water rights throughout the basin in order of priority. <br />In addition, releases for non-decreed purposes shall also become "free water"; for example, <br />Paonia Reservoir is not decreed for fishery uses although releases for endangered fishes are <br />contemplated. <br /> <br />5 <br /> <br />g" <br />
