<br />. . ~ 'j '; <br /> <br />FUNCTIONAL SPECIFICATION <br />e GUNNISON RIVER BASIN PLANNING MODEL <br />October 27, 1992 <br /> <br />INTRODUCTION <br /> <br />Motivation for Development of the Planning Model <br /> <br />e <br /> <br />The current interest in developing a planning model of the Gunnison River Basin arises <br />from the need to evaluate future options for water resources development and management in <br />light of growing demands, from legal and institutional development$ related to instream flows <br />and endangered species which may require a redefmition of water availability and <br />administration within the basin and from potential changes in climate, New water rights, such <br />as the Taylor Park refill decree, and other changes in administrative procedures, such as <br />treatment of the Curecanti subordination, have also increased uncertainty about legal <br />availability of water for different uses. <br /> <br />The purpose of developing the Planning Model is to provide interested water users and <br />other organizations with a capability for exploring the implications of changing basin <br />hydrology, water requirements and water rights administration. It is hoped that the use of a <br />common planning tool by the various interested water users will facilitate the. exchange of ideas <br />and the process of reaching agreement on the complex issues which may have to be addressed, <br /> <br />Objectives of the Functional Specification <br /> <br />The Functional Specification is the key working document developed during the project, <br />Its purpose is to capture the information gathered during the Needs Analysis phase of the <br />project as the foundation for work in the software development phase, The Functional <br />Specification provides an opportunity for Hydrosphere to "read back" the guidance which it <br />has received from the Sponsors Committee and Public Focus Group and for those bodies to <br />confirm or correct the general goals, priorities and specific criteria which will guide the <br />software development effort. <br /> <br />Overview of Modeling Terms and Concepts <br /> <br />The descriptions in the following sections of this Specification contain references to <br />certain modeling terms and concepts which are defined here for convenience. <br /> <br />Network and User Interface <br /> <br />e <br /> <br />The planning model will represent the Gunnison River basin as a network of arcs and <br />nodes in a manner similar to that used in the existing basin model. Arcs will be used to <br />represent the various pathways and processes through which water must flow, while nodes <br />simply represent points where arcs are connected. Examples of pathways represented by arcs <br />include stream reaches, canals, pipelines, reservoir outlets, etc. Examples of processes <br />represented by arcs include water rights, storage targets in reservoirs, physical water demands, <br />etc, Figures l(a) and l(b) illustrate how network arcs might be used to represent the pathways <br />and processes associated with a hypothetical diversion and a hypothetical reservoir, <br />respectively, <br /> <br />.'. , <br /> <br />ilL- '.lh,,~i1L <br /> <br />, <br />:;; &:",.-'.:~ <br />
