Due to the Taylor Park Exchange the sum <br />of the two account balances may not equal the physical contents of Taylor Park Reservoir (e.g, <br />some Uncompahgre water may physically reside in Blue Mesa) but this will not affect the <br />condition that deliveries identified with an account are constrained by the amount of water in . <br />the account. "Exchange credits," representing the amounts of the senior Taylor Park account <br />and the Blue Mesa account which theoretically "reside" in one another's reservoirs, will be <br />explicitly represented in the model. <br /> <br />Releases from the senior account in Taylor Park will be made to Blue Mesa and <br />accounted as credits therein under the Taylor Park Exchange. The schedule of these releases <br />will be subject to user modification, Carryover storage at the end of the year will be computed . <br />as total Exchange account contents, It will be possible for Blue Mesa credits to accumulate. <br />and carryover in Taylor Park Reservoir, reflecting an equivalent negative balance of Taylor <br />Park Exchange Credits in Blue Mesa Reservoir, although Blue Mesa water in Taylor Park will <br />be evacuated as quickly as possible. . <br /> <br />The junior refill decree in Taylor Park will fill in priority, Model capability to simulate <br />out-of-priority fill selectively ahead of Blue Mesa will also be provided, This out-of-priority <br />storage would be considered Blue Mesa water in Taylor Park until Blue Mesa achieves paper <br />fill at which time it will be accounted as refill water, <br /> <br />Releases under the refill decree will be made from the refill account up to the contents of <br />the account, It is currently planned that any remaining water in the refill account at the end of <br />the year will be booked over to the senior account and will count as fill toward that decree's <br />limit in the following year, <br /> <br />. <br /> <br />Gunnison Tunnel and Project Canals <br /> <br />Tunnel diversions to meet Uncompahgre Project irrigation demands will be determined <br />by setting, at the beginning of a model run, the order in which potential sources of supply will <br />be used. The potential sources are the following:. 1) Uncompahgre River direct flow available <br />without UVWUA call, 2). Gunnison River direct flow available without UVWUA call, 3) <br />Uncompahgre River direct flow available as a result of UVWUA call, 4) Gunnison River direct <br />flow available as a result of UVWUA call, 5) storage water available in the Taylor Park <br />Exchange account, and 6) storage water available in Ridgway Reservoir (M&I exchange water <br />to be used first). In the Historical Scenario the order of these sources will be (1), (2), (5), (3), <br />(6), (4). All tunnel diversions will be subject to the physical capacity limitations of the <br />Gunnison Tunnel and the contents of the Taylor Park Exchange account. <br /> <br />The Gunnison Tunnel junior hydropower decrees and AB lateral facilities will be <br />"stubbed out" in the model to facilitate their representation in user-defined scenarios but will <br />not be operated in either the Baseline or Historical scenarios, These conditional rights will be <br />allowed to divert water in priority up to their decreed amounts or to the requested diversion for <br />power production, whichever is less.
