Building space, estimated at $20/ft2, <br /> <br />was provided for housing the process instrumentation, offices, and main- <br /> <br />tenance shops. <br /> <br />Allowance was made for having at least one operator in attendance at <br /> <br />all times. It was assumed that the operator in the small plants would <br />also attend to part of the regular maintenance. This approach to operating <br />labor could change in the future, as the process reliability increases and <br />full automation of small plants becomes possible. <br /> <br />The conversion plants were considered to be owned by federal or local <br /> <br />governments, and therefore no provision was made for taxe~. An insurance <br />allowance was made to cover plant damages from normal hazards such as fire <br />or wind, but no provision was made for special hazards such as nuclear <br /> <br />power operations. <br /> <br />8 <br />
