~
~
~
~

The main desalting equipment was considered to be located in an
uncovered, nonfreezing environment. Building space, estimated at $20/ft2,

was provided for housing the process instrumentation, offices, and main-

tenance shops.

Allowance was made for having at least one operator in attendance at

all times. It was assumed that the operator in the small plants would
also attend to part of the regular maintenance. This approach to operating
labor could change in the future, as the process reliability increases and
full automation of small plants becomes possible.

The conversion plants were considered to be owned by federal or local

governments, and therefore no provision was made for taxe~. An insurance
allowance was made to cover plant damages from normal hazards such as fire
or wind, but no provision was made for special hazards such as nuclear

power operations.

8
