<br />ODl28~ <br /> <br />RECORD OF DECISION <br /> <br />UNCOMPAHGRE BASIN <br />RESOURCE MANAGEMENT PLAN <br /> <br />,.."hls'document records the decisions reachsd <br />.I! by the Bureau of Land Management (BLM) <br />for managing 483,077 surface acres of public <br />land and 755,923 acres (Including those beneath <br />the surface acres) of federal mineral estate within <br />the approximately 1.38, million aCTe Uncom' <br />pahgre Basin Planning Area. <br /> <br />DECISION <br /> <br />The Uncompahgre Basin Resource Manage- <br />ment Plan (RMP) as described In Chapter <br />Two of the attached RMP Is approved. The plan <br />was prepared under the regulations' for im- <br />plementing the Federal Land Policy and <br />Management Act (FLPMA) of 1976 (43 CFR <br />1600). An environmental impact statement was <br />prepared for this plan In compliance with the Na- <br />tional Environmental Policy Act (NEPAl of 1969. <br />The, plan described In Chapter Two of the at- <br />tached RMP reflects the proposed plan as set <br />forth In the proposed plan and associated final <br />environmental Impact statement published in <br />September 1988. <br /> <br />AL TERNATIVES,CONSIDERED <br /> <br />Four alternatives for managing the resources' <br />within the' planning area were considered In <br />the development of the plan. These were iden- <br />tnIed as the Continuation of Current Manage- <br />ment Alternative; the Production Alternative. the <br />Conservation Alternative, and the Preferrsd Al- <br />ternative. Each alternative was described and <br /> <br />'. <br /> <br />analyzed In the draft RMP/EIS and proposed <br />RMP/final environmental Impact statement. <br /> <br />The Continuation of Current Management Al- <br />ternative maintained present management <br />direction utilizing existing Management <br />Framework Plan decisions, This alternative was <br />the No Action Alternative required by the Nation- <br />al Environmental Policy Act. <br /> <br />The Production Alternative was designed to <br />continue multiple-use management of the public <br />lands with the objective of promoting the <br />development, production, and transportation of <br />those resources which provide minerals, food, <br />timber and fiber. <br /> <br />The Conservation Alternative was' designed to <br />contlnue multiple-uss management of the publlc <br />lands with the Objective of promoting conserva- <br />tion and protection of resources such as wilder- <br />ness, cultural sites, wlldme habitats, watersheds, <br />and recreation areas, <br /> <br />The Preferred Alternative was developed based <br />on an analysis of the' other three alternatives, It <br />was modllled as a result of public Input and be- <br />came the Proposed Plan accompanied by the <br />final environmental impact statement. The <br />Proposed Plan (Preferred Alternative) Is the en- <br />vironmentally preferable alternative. No <br />protests were received on this proposed <br />plan/Final EIS and It has been selected as the Un- <br />compahgre Basin Resource Management Plan. <br />This alternative (as well as the other alternatives) <br />proposes areas' for special designations.
