Crucial deer and elk <br />winter range and bald eagle hunting habitat are <br />Identified on unpublished maps located In the <br />Uncompahgre Basin Resource Area Office. <br /> <br />ASSUMPTIONS <br /> <br />1. All actions will comply with current state and <br />federal regulations. standards, and pollcies~ <br /> <br />2. Site-specific activity plans will be developed <br />or revised. if necessary, to provide detailed <br />management guidance for all management units <br />except the general resource management unit. <br /> <br />3. Site-specific Environmental Analyses (EAs) <br />and Environmental Impact Statements (EISs), If <br />required. will be developed for all management <br />plans and projectswithln the planning area. Em- <br />phasis will be placed on analyzing plans and/or <br />projects comprehensively for each management <br />unit. <br /> <br />4. lands cases generated by other agencies, <br />Individuals. and entities will be analyzed and <br />processed on a case-by-case basis In accord- <br />ance with guidance provided by this plan. <br /> <br />5. Recreation and Public Purposes Act (R&PP) <br />land use classifications currently under lease will <br />be retained with the exception ofthe Delta Coun- <br />ty and Montrose County landfills~ <br /> <br />6. All Wllderness Study Areas (yVSAs) will be <br />managed to be consIstent with the Wilderness' <br />Interim Management Polley until the final Con- <br />gressional decision on wilderness designation or <br />non-designatlon Is made. <br /> <br />7. All areas designated as an Outstanding <br />Natural Area (ONA) or a Research Natural Area <br />(RNA) are also designated as Areas of Critical <br />Environmental Concern (ACEe). <br /> <br />STANDARD MANAGEMENT DIRECTION <br /> <br />Some resource management programs will <br />be standard throughout the planning area <br />under the RMP; Unless changes in:or addi- <br />tions to standard management directions are <br />specifically addressed In: the management <br />prescriptionforeach:management unit, these <br />resources, programs, and activities will be <br />managed as follows: <br /> <br />Air Quality. Activities and proiects on public <br />land will complywlth applicable local, state. and <br />federal air quality regulations. Mitigation to mln- <br />Imlzealr quality degradation will be incorporated <br />Into project proposals as appropriate. <br /> <br />Coal. Federal coal estate will be identified as <br />acceptable for further leasing consideration. <br /> <br />Oil, Gas, and Geothermal Resources. <br />Federal oil. gas, and geothermal estate on both <br />federal surface and split-estate lands will be open <br />to leasing with standard lease terms.
