Bureau of
Reclamation hydrological operation studies for Ruedi Reservoir demon-
strates that the reservoir could satisfy the irrigation demand for the
potential Basalt Project that could not be supplied from Cattle, Coulter,
and Sopris Creeks. Although the present municipal and induatrial water
for the oil shale industry in the Rifle-De Beque area can be met by the
reservoir at this time, future extensive oil shale development will
require additional supplemental water.

.

11. Issue: The Draft Environmental Statement fails in most respects
to comply with the evaluation of primary and secondary effects of the
project and of alternatives to the Project, by limiting its impact
evaluation to engineering data as contrasted with social, environmental,
governmental and like considerations.

Raised by:

Representing

Dwight Shellman, Jr.

Pitkin County Commissioners
(letter of May 30, 1914)

Response:

Chapter IV of the Final Environmental Statement discusses the environ-
mental impacts of the Fryingpan-Arkansas Project. These primary and
secondary impacts are identified for each of the Project features.
This chapter also contains an analysis of the cumulative Projectwide
impacts. There is also a synopsis of the impacts associated with
features built before the passage of NEPA, those completed or under
construction, and featurea yet to be built. This chapter contains
only sufficient data on Project features to analyze and discuss their
impacts.

.

12. !eG~~: Th~ ~Lacement does not attempt to consider in any way the
effects on local government and service and taxing policies which will
result from the proposed development.

Raised by:

Representing

Dwight Shellman, Jr.

Pitkin County Commissioners
(letter of May 30, 1974)

Response:

Chapter IV of this statement contains several discussions and evalua-
tions of possible impacts of the Fryingpan-Arkansas Project on local
entities. These include the impacts associated with withdrawal of
lands from the local tax base, the influx of construction workers and

.

XI-477
