.

.

.

r- ., - '.
..,)........M. ~>

and approved by representatives of both eastern and western slope illl~reS[_S
and were adopted by the State Legislature representing all factiC1ns "f tlli
State.

Goal: Related social concerns

(1) Provide for new programs which will offset adverse social
consequences of land use policies - The Fryingpan-Arkansas Project will
commit a total of 37,756 acres of land to Project purposes. This com-
mitment of land will provide new jobs and new income to an area of the
High Plains Region which is now considered an economically depressed
area and generally is decreasing in population. The Project reservoirs
will provide water-oriented recreational opportunities during the summer
months which will contribute towards balancing out the peak winter
recreation industry in the Mountain Region and provide new recreation
opportunities in the Front Range Region, an area in which the demand
for recreational opportunities far exceeds the recreational opportuni-
ties available. The Project will increase fishing opportunities in the
Front Range and Mountain Regions.

(2) Ensure opportunity for preservation of cultural heritage where
threatened by public or major private land use decisions - The Fryingpan-
Arkansas Project has, with the assistance of the National Park Service
and State Historical Society, inventoried Project lands with respect to
cultural and historical resources. Archeological studies have been
completed in all Project areas where construction is imminent. (See
Chapter Ill, Description of the Environment.) We are required to comply
with numerous directives and laws concerning protection of our cultural
resources, including the National Historic Preservation Act, Historic
Sites Act, Reservoir Salvage Act, and Executive Order 11593 (Protection
and Enhancement of our Cultural Environment).

6. Issue: Not only has there not been any attempt to determine or at
least disclose what those local plans and policies are, there has also
been no attempt to reconcile the impact or even evaluate the impact of
this development on the Fryingpan River currently deemed to be premature
for development.

Raised by:

Representing

Dwight Shellman, Jr.
Murray Pope

Pitkin County Commissioners
Himself (letter of June 4, 1974)

Response:

The response to Issue No. 5 above discusses this issue.

XI-474
