Issue: With regards to the Twin Lakes Transmountain Diversion <br />problem-:-the drying up of Lost Man Creek, and the Upper Roaring Fork, <br />and Lincoln Gulch or Lincoln Creek - we would urge the Bureau to see <br />to it that the Operating Principlea are strongly pursued to the end <br />that the Bureau secure from the existing and future Fryingpan-Arkansas <br />Transmountain Diversion waters the mentioned 3,000 acre-feet a year <br />to be released in the best possible way--either the Roaring Fork, or <br />Lincoln Gulch, Lost Man, or all three -- on an exchange basis with <br />the Twin Lakes Company to maintain a minimum stream flow. <br /> <br />Raised by: <br /> <br />Representin~ <br /> <br />Tam Scott <br /> <br />Colorado Rivers Council <br />(Rocky Mtn. Miller <br /> <br />Response: <br /> <br />Public Law 87-590, the authorizing act of the Fryingpan-Arkansas Project, <br />requires that the Project shall be operated under direction of the <br />Secretary of the Interior in accordance with the Operating Principles <br />adopted by the State of Colorado. The Operating Principles provide <br />for 3,000 acre-feet annually of water, to the extent that it is <br />available, to be delivered to Twin Lakes Reservoir and Canal Company <br />in exchange for equivalent releases from the headwaters of the Roaring <br />Fork River, which would otherwise be diverted through Twin Lakes <br />Reservoir and Canal Company's collection and diversion system. An <br />appropriate contract shall be executed whereby Twin Lakes Reservoir <br />and Canal Company shall refrain from diverting water whenever the <br />natural flow of the Roaring Fork River and its tributaries shall be only <br />sufficient to maintain a flow equal to or less than that required <br />to maintain the recommended average flows in the Roaring Fork River <br />immediately above its confluence with Difficult Creek. Paragraph II <br />of the Operating Principles contains the schedule of these minimum <br />flows as submitted by Fish and Wildlife Service and the Colorado <br />Division of Wildlife. <br /> <br />17. ~: The operating statement itself recognizes the prime <br />recreational value of the Fryingpan River as does Volume 2 of the <br />Draft Environmental Statement, wherein, L. M. Finnell reports, quote, <br /> <br />XI-460 <br />
