Flood Plain Management Services, The objective of the flood plain <br />management services program is to support comprehensive flood plain management <br />planning with technical services and planning guidance to appropriate <br />governmental levels and, thereby, to encourage and to guide prudent use of the <br />nation's flood plains. <br /> <br />Services available include help in interpretation and evaluat~on of basic <br />flood hazard data and guidance in preparation of flood plain regulations; advice <br />on use of basic data actions regarding possible alternative developments in <br />flood-prone areas; guidance on structural and nonstructural measures which might <br />be employed to reduce flood hazard; and in some cases, development of ,basic flood <br />hazard data. Section 321 of the Water Resources Development Act Ot 1990 is a <br />legislative cnange that requires recovering the costs of services provided to <br />Federal agencies, private persons and organizations. Fees for these services <br />have not been set to date. These services will continue to be provided to state <br />and local governments at no cost to the requestor. <br /> <br />Thus far in 1990 the Albuquerque District has responded to 70 requests for <br />technical services and flood hazard evaluations of specific sites in the Arkansas <br />River Basin. <br /> <br />Governmental agencies or persons having a need for these services should <br />contact the U.S. Army Corps of Engineers, Hydrologic Engineering Section, P.O. <br />Box 1580, Albuquerque, New Mexico 87103-1580, telephone (505) 766-2615. <br /> <br />8. 404, Permits, Section 404 of the Clean Water Act prohibits discharges of <br />dredged or fill materials into waters of the United States, including adjacent <br />wetlands, without a permit from the Corps of Engineers. Persons or agencies who <br />are planning to conduct operations which will involve the discharge of dredged <br />or fill material into any waterway are advised to contact the Southern Colorado <br />Project Office. The address and telephone number is as provided in item number <br />6. Thus far in 1990, nine permits were issued and one was denied. There are <br />several permits pending. <br /> <br />9. In 1990 the Bureau of Reclamation and the Corps of Engineers entered into <br />a Memorandum of Agreement that was designed to clarify the Federal management <br />of the Trinidad Lake project. This agreement was not intended to change the <br />operation of the project. <br />We have become aware that there is terminology in the agreement that is not <br />consistent with the language contained within the "Operating Principles for <br />Trinidad Dam and Reservoir Project". We are now coordinating with the Bureau <br />of Reclamation to change the terminology so that it is consistent with the <br />Operating Principles and will be asking for a thorough review of this document <br />before it is officially amended. <br />
