but in prineiplo I dissent, and I am quite sure that the fact should not be
overlookod that the dissent of one legislature to this pact is just as
important as tho dissent of congross. I am quito sure tho legislaturo of tho
State of Utah will not ovorlool' that paragraph, but :in ordor that tho progress
of this commission may not be h:indered, and for reasons th2t I have horotofore
