<br />A cooperative agreement for the construction of the GVWM improvements does not <br />appear to be possible under current Federal contracting law. An attempt to provide <br />authorization for Reclamation to enter into a cooperative agreement by some of the <br />program participants was not successful. The proposed long-term funding legislation <br />would resolve this problem, but it is uncertain when this will be passed. <br /> <br />IV. Study Schedule: <br /> <br />Completion of the EA is scheduled for February 1998. Reclamation is continuing to <br />explore alternatives for construction contracting. It is anticipated that when Section 7 <br />consultation is done construction will be able to proceed. <br /> <br />V. Relationship to RIPRAP: Colorado River Action Plan: Mainstem I.A.3.c.(3)(f) <br /> <br />VI. Recommendations: Continue all preconstruction activities.
