Title of Proposal: Vampa River Basin Endangered Fish Recovery and Management
Plan (Update of Population and Water Use Projections)

II.

PrincipBllnvestlgator:

George Smith
P.O. Project Summary:

Population and water use projections were developed for the Vampa River Basin in
the Vampa River Alternative Feasibility Study in 1991, which included Routt and
Moffat Counties. These projections were, for the most part, developed with data
from the 1980 U.S. Census and from reports published in the 1970's and 1980's.
This information is now out-of-date and needs to reflect current trends in the Basin.
The model and assumptions used to analyze future development scenarios also need
to be peer reviewed to ensure that model results are reasonable.

IV.

Relation to RIPRAP:

Yampa Rivar Action Plan: Vampa and Little Snake Rivers
1.A.4.a(3)
Vampa River Operation and Management Plan

IV. Study Schedule: To be completed by Spring 1998:

V. Accomplishments: The contractor, BBC, has developed 50-year economic and
demographic projections for the Vampa Basin. including Routt and Moffat Counties.

These Projections Reflect:

. Review of relevant studies;
. Review of relevant previous studies;
. Interview with many representatives of local governmerit, industries, and
other organizations;
. Three meetings with the Vampa River Basin Partnership;
. Review and analysis of historical data and external projections;
. Two public meetings; and
. Three Vampa Management Committee Meetings.

Following the public meetings in September, BBC has made further refinements to
the economic and demographic projections. BBC has held several meetings with the
Colorado State Demographer to review projections, methodology. and assumptions,
and subsequently fine-tuned the economic and demographic models. BBC has met
with additional sources in the coal and power generation industry to refine the
analyses. BBC has also reviewed the comments of the study peer reviewer, Dr. John
Loomis, and is incorporating his suggestions.

VII. Recommendations: None

VIII.
