This is the area on the stream <br /> <br /> <br />which nearly always controls the water call under any given set of <br /> <br /> <br />circumstances and Influences the distribution of water throughout <br /> <br /> <br />the entire basin. Generally, the critical control area in the basin <br /> <br /> <br />governing water calls Is Water District No. 17 which extends from <br /> <br /> <br />about Nepesta to Las Animas. <br /> <br /> <br />On Page 9, quote the fo 11 ow I ng, "I tis ant i c i pated that <br /> <br /> <br />nearly all studies can be made on a digital computor, and prel iminary <br /> <br /> <br />flow sheets have been developed and reviewed by systems analysis <br /> <br /> <br />personnel." This one statement can be glossed over <br /> <br /> <br />lightly and the real impact of its importance can be missed entirely. <br /> <br /> <br />To bring meaning to this, refer you to Exhibits F and G which show <br /> <br /> <br />in general the operations included In a digital computor necessary to <br /> <br /> <br />evaluate and analyze all major Influences upon water utilization <br /> <br /> <br />in the entire Arkansas River Basin as we now see them. Referring <br /> <br /> <br />to the specific coding In the various boxes, and unless you are <br /> <br /> <br />computor oriented, this coding Is meaningless. Therefore, we have <br /> <br />set forth In the legend the meanings of these codes.
