In other words, the use of ground <br /> <br /> <br />water In the lower reaches of the river in Colorado relieves the call <br /> <br /> <br />on upstream users, thereby permitting the more junior upstream users <br /> <br />to use water which would otherwIse have to be passed downstream to <br /> <br /> <br />supply the senior downstream calls. However, It must be realized <br /> <br /> <br />that once water Is withdrawn from ground water storage this hole must <br /> <br /> <br />be filled up again. In this respect ground water storage Is similar <br /> <br /> <br />to surface storage. <br /> <br />In the lower reaches of the Arkansas River Basin, water <br /> <br /> <br />quality is a very Important item in any basin wide solution because <br /> <br /> <br />the use and reuse of our water resources Increases the dissolved <br /> <br /> <br />sol Ids in the remaining water supply. This increase in salt content <br /> <br /> <br />reduces crop production through its toxic reaction. This must be <br /> <br /> <br />properly evaluated and allowances made therefore. Mr. Patterson will <br /> <br /> <br />discuss the quality of water in greater detail. <br /> <br />At this point, I might also state that Mr. Patterson will <br /> <br /> <br />discuss the over-diversions by some canals and the results of so doing. <br /> <br /> <br />In this particular regard, I should like to point out a deficiency In <br /> <br /> <br />the approprIatIon doctrine method of water use In one or two areas. In <br /> <br /> <br />one real dry year, the Fort Lyon Canal diverted a little more than <br /> <br />100,000 acre-feet of water which Included winter diversIons. There are <br /> <br /> <br />about 90,000 Irrigated acres under this system, and anyone familiar with <br /> <br /> <br />water can very well realize the shortage this canal experienced In <br /> <br /> <br />this particular year. The drouth and shortage of supply was so severe <br /> <br /> <br />In this year that the sugar beets during late August were about the <br /> <br /> <br />sIze of shriveled carrots. Many farmers had gIven up hope and had <br /> <br /> <br />plowed their beets under. At about this time, a good rain was experi- <br /> <br /> <br />enced along with a raise In the river, part of which was diverted by <br /> <br /> <br />the canal. With the rain and one small Irrigation from this raise, <br /> <br /> <br />the sugar beet problem for those not plowed under was ImmedIately <br /> <br /> <br />solved and the beets on the acres harvested were average In yield, but <br /> <br />the sugar content of the beets was reported to be next to the hIghest <br /> <br />-3- <br />
