WHEELER AND ASSOCIATES <br />ON <br /> <br />JANUARY 31, 1968 <br /> <br />Mr, Chairman and Members of this Committee: <br /> <br />I wish to thank the Committee for the opportunity of being <br />here this morning and to discuss the report submitted on January 2, 1968. <br />It has come to our attention that a number of comments have been <br />made regarding Its brevity. We understood that the report was to be <br />more or less preliminary In nature and along the lines of a progress <br />report. I tis admi tted that the report Is br I ef and that a mass of <br />substantiating material which could have been Incorporated, was <br />eliminated. have here a few exhibits which Mr, Blatchley will now <br />distribute. In our letter transmitting the report, we stated that: <br /> <br />" <br /> <br />There may be specific areas where you or other <br /> <br /> <br />Interested persons may desire either oral or <br /> <br /> <br />written amplification. We will be quite happy <br /> <br /> <br />to answer any questions and to cooperate In <br /> <br />any manner possible to facll itate a solution <br /> <br /> <br />of the water problems In the Arkansas River BasIn." <br /> <br />Therefore, am pleased to be able to elaborate upon some of the <br /> <br /> <br />statements which were made and the background leading to these <br /> <br /> <br />statements. <br /> <br />would like to poInt out that It is my opinIon that a <br />solution of water problems in the Arkansas RIver Basin, which were <br />many years In the making, Is extremely complex and has many facets <br />which must be evaluated properly and on a basin-wide basis If any <br />meaningful solution and/or solutions are to be realIzed. As of this <br />date, we are fully aware of and have studied many of these problems <br />and have established a program whereby they mIght be resolved within <br /> <br />;~ ~...:iil <br />
