Background And Potential Effects And Impacts For FY 1991 <br /> <br />Testing of the new data collection worksheet did not encompass all <br />FY 1991 plans in some cases. Data collection for FY 1991 did not <br />include follow-up data due to the necessary lag between planning <br />and implementation. Follow-up years can be scheduled using <br />rotation data collected during the planning process. Collection of <br />detailed data on monitored sites was not completed due to the time <br />required for the development and testing of the data collection <br />process. <br /> <br />The partial Grand Valley data base includes five farms averaging <br />over 82 acres in size. Two orchards are included. other farms are <br />described as focusing on field crops, livestock, or cash <br />grain/pasture. Two full time farms average 161 acres and three <br />part time farms average 30 acres in size. Contracted acres total <br />188 with 113 acres irrigated. The only stock reported are up to <br />450 beef on one farm. Major crops are peaches, alfalfa, corn, and <br />pinto beans. <br /> <br />A summary of benchmark and treatment effects for plans included in <br />the initial test of economic M&E data collection is presented in <br />Table 11. Table 12 contains salinity control practices summary and <br />costs. <br /> <br />3. Summary And Recommendations <br /> <br />Data in this economic M&E report are based on planned treatment <br />estimates. Follow-up data will be collected on a sample basis over <br />time. This being the case, recommendations should not be made from <br />this data. It can be noted that the planned treatment effects do <br />move in the proper direction. Follow-up data will be necessary to <br />make proper determinations as to the direction and magnitude of <br />movement. <br /> <br />4. Problems To Be Addressed <br /> <br />A primary issue to be addressed is the need to continue development <br />of the economic M&E data base. There must be a commitment by <br />Colorado-SCS to continue use of the now tested process of <br />collecting planning documentation data. There is no other way to <br />develop the base of data needed for continuing support of project <br />economic evaluation. <br /> <br />A second issue is the continuing testing of planning estimates by <br />means of sufficient follow-up data.
