Beginning with the contracts issued in 1991, contracts with existing
wetlands were identified and tracked as to wetland type CUSDr Circular
39) and acres.

Wetlands that are impacted by planned conservation practices were
evaluated using the wetland habitat evaluation criteria to establish
an existing wetland habitat value.

The impacted wetlands were then re-evaluated using the same criteria
to determine the planned wetland habitat value.

The contracts issued in 1991 that have wetlands impacted due to
planned construction are summarized in Table 10. The wetland types
were classified using US Fish and wildlife Service, Circular 39 and it
shows wetland acres for types 1, 3, and 4. Artificial wetland is
represented by an "A" next to the type.

Existing wetland habitat values were calculated on a per contract
basis. The combined wetland habitat value is 1.22 representing about
2.9 acres.

Planned wetland habitat values were calculated and the results were
compared with the existing wetland habitat value on a per contract
basis. The total combined planned wetland habitat value is 1.94
representing potential planned construction of 4.5 acres of wetland.

In Table 10, type 4A represents 2 acres of marshes to be constructed
on upland sites. The net change in acres represents an increase of
1.6 acres of wetlands and the net change in value is an increase of
0.72.
