The relationship between the diversions made by the Fort Lyon Canal (representa- tive of the upstream ditches) with those made by all the ditches in District 67 during these two time periods have been analyzed. This comparison is valid because the Fort Lyon Canal's second decree for 597.16 cfs with a priority date of March 1, 1887, is what is typically termed the "swing ditch". The decree is in priority for long periods of time, but not to the decreed ca- pacity. Any reduction in a downstream call would be readily detected in the diversions of such a ditch. Thus, the amount ;?" -~ of water diverted by the Fort Lyon Canal over long periods of &" .> ,,-,. .;. time is responsive to the amount of time there has been a call on the river by the District 67 Ditches. For this reason, any effects the adoption of the Compact has had on ditch diversions above and below John Martin Reservoir would be reflected in the relationship between the Fort Lyon Canal diversions and the District 67 diversions. The annual diversions of the Fort Lyon Canal and the com- bined District 67 ditches during the time period of 1908 to 1978, along with the accumulated total diversions during the same time period, are shown in Table 1. The Fort Lyon Canal diversions include water which was diverted through the Fort Lyon Canal headgate for delivery to the Kicking Bird Canal.
