The relationship <br /> <br />between the diversions made by the Fort Lyon Canal (representa- <br /> <br />tive of the upstream ditches) with those made by all the ditches <br /> <br />in District 67 during these two time periods have been analyzed. <br /> <br />This comparison is valid because the Fort Lyon Canal's second <br /> <br />decree for 597.16 cfs with a priority date of March 1, 1887, is <br /> <br />what is typically termed the "swing ditch". The decree is in <br /> <br /> priority for long periods of time, but not to the decreed ca- <br /> pacity. Any reduction in a downstream call would be readily <br /> detected in the diversions of such a ditch. For this reason, any <br /> <br />effects the adoption of the Compact has had on ditch diversions <br /> <br />above and below John Martin Reservoir would be reflected in <br /> <br />the relationship between the Fort Lyon Canal diversions and <br />the District 67 diversions. <br /> <br />The annual diversions of the Fort Lyon Canal and the com- <br /> <br />bined District 67 ditches during the time period of 1908 to <br /> <br />1978, along with the accumulated total diversions during the <br /> <br />same time period, are shown in Table 1. The Fort Lyon Canal <br /> <br />diversions include water which was diverted through the Fort <br /> <br />Lyon Canal headgate for delivery to the Kicking Bird Canal. <br /> <br />The combined District 67 diversions include diversions made <br /> <br />by the following Ditch Companies: Fort Bent; Keesee; Amity; <br />
