The <br /> <br />average annual combined District 67 ditch diversions decreased <br /> <br />by 8.1 percent during the post-Compact time period, from 161,681 <br /> <br />acre-feet per year (1908 to 1949 average) to 148,562 (1950 to <br /> <br />1978 average). During the 1950 to 1974 period, the average <br /> <br />Fort Lyon Canal diversion actually increased by 3,236 acre-feet <br /> <br />per year from the pre-Compact average, whereas the average Dis- <br /> <br />trict 67 diversion decreased by 4,881 acre-feet per year from <br /> <br />the pre-Compact average. <br /> <br />A change in the relationship between the Arkansas River <br /> <br />flows near Pueblo and the flows at La Junta also occurred after <br /> <br />adoption of the Compact. Had the relationship between the river <br /> <br />flows at the two gaging stations as determined for the pre-Compact <br /> <br />period remained unchanged, the post-Compact average discharge at <br /> <br />the La Junta would have been 185,772 acre-feet per year rather <br /> <br />than 120,962 acre-feet per year. Thus, the average Arkansas <br /> <br />River discharge at the lower end of Districts 14 and 17 has <br /> <br />been reduced by 64,810 acre-feet per year (relative to the flows <br /> <br />at the upper end of Districts 14 and 17) since the Compact was <br />adopted. <br /> <br />CONCLUSIONS <br /> <br />1. The ditches in Water Districts 14 and 17 have received <br /> <br />the benefit of increased water supplies from the adoption <br /> <br />of the Arkansas River Compact. <br /> <br />2.
