<br />Ou222~ <br /> <br />. <br /> <br />. <br /> <br />~ <br /> <br />Colorado River OoeratiODS <br /> <br />In December, Reclamation initiated non-damaging flood control releases from Hoover, <br />Parker and Davis Dams in order to provide additional space in the Colorado River System due to the <br />large amount of water currently in storage and the probability of a normal or near-normal runoff <br />forecast. At that time, Reclamation had indicated that it would wait until February to determine if <br />it would maintain the current release levels. Included in the Board folder is a News Release Update <br />. from Reclamation informing us that it has decided to continue its flood control releases in the Lower <br />. Basin through March but at a lower level. At the end of March, Reclamation will re-evaluate the <br />need to continue flood control releases. <br /> <br />As you are aware, Mexico is allowed to revise its annual delivery schedule upon 30 days <br />written notice. Included in the Board folder is a letter, dated February 9, 1998, from Reclamation <br />to the mwc incorporating Mexico's revised delivery schedule for the remainder of the year. <br /> <br />Five-Year Review of Coordinated Long-Range Ooerating Criteria <br />for Colorado River Reservoirs <br /> <br />Pursuant to the 1968 Colorado River Basin Project Act, Reclamation is required to review <br />the long-range operating criteria for the Colorado River Reservoirs every five years including formal <br />consultation with the seven Colorado River Basin States. Previous reviews of the operating criteria <br />were initiated in 1975, 1980, 1985, and 1990. <br /> <br />Included in the Board folder, is Reclamation's Final Decision Regarding the Operating <br />Criteria, whereby Reclamation has indicated that it has decided not to change the existing Operating <br />Criteria, as a result of the review process. In its response, Reclamation addressed the following six <br />issues in making its determination: 1) Application ofthe Administrative Procedure Act; 2) Surplus <br />criteria; 3) Quantification of reservoir storage in the Upper Basin (section 602(a)(3)); 4a) NEPA <br />compliance regarding changes in the Operating Criteria; 4b) Operating criteria should recognize the <br />need to recover endangered species; 5) Is there a need to change the operating criteria?; and 6) Water <br />marketing and banking, <br /> <br />Basin Statesffribes Discussion <br /> <br />The Agency Managers met following the February Board meeting to further discuss <br />California's 4.4 Plan, A short meeting was also held on March II th, Mr. David Kennedy has been <br />meeting with MWD and the SDCW A to continue the discussion regarding wheeling through the <br />Colorado River aqueduct He has also met with both lID and the CVWD to open a dialogue between <br />the agencies concerning the administration ofthe agricultural agencies' priorities for use of Colorado <br />River water.
