Should N avajo.Gallup Project <br />be added to the list? <br /> <br />Line 281. What does "meet other needs in the hasin" mean? This implies that some of these needs <br />willllQt be met under other alternatives. The statement is confusing. It needs to be clarified. This <br />diStussion of interim operation befure fuU development needs some additional clarification. What <br />time period is being discussed? How long does this period last? <br /> <br />Line 297. Whllt is the meaning of"appropriate responses to be taken"? Responses are usually not <br />''taken.'' <br /> <br />Lifles 295 tJrrollgh 369. The entire discussion of adaptive lIIlU1agement is confusing with respect to <br />how it is actually going to work, and what discretion Rec:lamation will have, with respc;ct to modifying <br />any alternative under "adaptive management." The discussion needs to be made intelli810le and <br />meaningful with respect to the alternatives discussed. <br /> <br />Line 319. What are target objectives? <br /> <br />Line 336.
