Given the many comments provided at the November meeting. we have not commented extensively on Chapter m. As a result of the comments at the November meeting, we anticipate the entire report will be substantially revised and reorganized. Once again, we request that Reclamation engage a technical editor to thoroughly review this document prior to sending it out to the cooperators for further review, . -. Chapter 1 - Purpose and Need for the Action P.1-2, line 48, Purpose /Uld Need. The purpose; and need statement needs to be n>-wntten. The purpose and need statement needs to be a single ~ent. Modit}ing language such as that included in the 211d sentence (line 54) needs to be moved to 'another paragraph. The reference to "modifY the operations decision criteria" is not relevant to the purpose and needs, .and should be deleted. The purpose and needs statement should be somethinS more like: "The purpose of proposed actions is to provide sufficient releases of water at times, in quantities, and for durations necessary to enluince the habitats of the Colorado pikerninnow and razorback sucker (two Colorado River endangered fish species), to supportthe overall recovery effort of these two species, and to op. Navajo Dam and Reservoir in compliance with the Endangered Species Act, while maintaining the authorized purposes of the Navajo unit, including making water available for current and future water development pursuant to the Colorado River Storage Project Act." This should be foUowed by a summary disCussion of the Recovery ProgrBm, the flow recommendations, consultation on the ALP, etc., that led up to development of the flow recommendations.
