The EA was incorporated into the Draft Supplement by reference.
The Draft Supplement was published October 3, 1983, distributed to the public,
and convnents were sol icited (see Chapter XI). The Addendum to the Draft
Supplement was publ ished in January 1988 which evaluated the No Action and
Preferred Alternatives as carried through from the Draft Supplement, but added
evaluation of the Preferred with Conservation Measures Alternative as developed
by the FWS through the Section 7 consultation process on endangered species.
Due to the impacts of conservation measure releases on Ruedi Reservoir stage
levels and Fryingpan River flows during August and September a mitigation
scenario was included in the Addendum in which some of the conservation measure
flows were provided by Green Mountain Reservoir. The Addendum was also
distributed to the public and comments were solicited (see Chapter XII). This
FSES combines the Draft Supplemental Environmental Statement and the Addendum
and addresses the comments received on both for the three alternatives and
includes the Green Mountain mitigation scenario.

1.5 Authorization for Proiect

Ruedi Reservoir was constructed as an integral part of the Fryingpan-

Arkansas Project authorized by Congress in P.L. 87-590 in August, 1962. The body

of legislation required compensatory storage on the western slope as a pre-

requisite to the diversion of water from the Colorado River basin by an eastern

slope water conservancy district.

Paragraph 3 of the Operating Principles states:

"The recei pts from the sal e of water from Ruedi
Reservoir. . . shall be applied solely to the
operation and maintenance costs and to those
reimbursable construction costs of said reservoir
which exceed $7,600,000. The cost of perpetual
operation and maintenance of the Ruedi Reservoir
shall be borne by users of project water and users
of water stored in Ruedi Reservoir in such proportion
as may be determined by the Secretary of the
Interior."

Paragraph 6(b) of the Operating Principles states:

"The regulatory capacity of Ruedi Reservoir. . . is
that port ion of the total reservoi r capaci ty not
